Strategic Inmate Management (SIM) is the intentional integration of the principles and strategies of Direct Supervision and the elements of Inmate Behavior Management as a unified operational philosophy. It is an evolution of the Direct Supervision and Inmate Behavior Management training and assistance NIC has previously offered. The goal of the initiative is to help jails understand their role in effectively managing inmate behavior regardless of the physical plant layout. Its approach is applicable in all physical plant designs commonly found in jails.

    This video is an excellent introduction to the use of podular direct supervision. Topics discussed include: the three types of jails in the United States—linear intermittent surveillance, podular remote surveillance, and podular direct supervision; the eight key principles of direct supervision; seven key direct supervision strategies; the housing unit officer; and education and activities.     The APEX Initiative is an agency-driven systems approach to building capacity for higher organizational performance, best practices, data-driven decision making using multiple self-assessment tools, and a Guidebook series with strategies, interventions, and pathways. This series is is particularly helpful when considering implementing the SIM Initiative.

    Two books in the series have detailed chapters on effective communication plans. Communication plans are necessary to share information between those who are initiating change and those who will be affected by it.

Making Direct Supervision Work

This program is designed primarily for agencies preparing to move from a traditional jail into a new direct supervision jail. However, it also can be used to train newly-hired officers or newly-promoted supervisors in direct supervision jails already in operation. The set of computer disks include: the curricula for housing officers and that for supervisors (comprising of Trainer's Guide/Facilitator's Guide, Participant Manual, Handouts, Slides, Detailed Trainer Agenda, and Sample Participant Agenda); PowerPoint presentations for both versions with embedded videos; the video vignettes separately and Jails in America. 027490

Instructions:

The following survey instrument is designed to collect data from SIM sites on key indicators of their progress in achieving the desired outcomes resulting in the integration of SIM as the organization’s operational philosophy. The performance indicators include measures in a range of key functional areas of operations that help assess progress including those impacting safety, security, inmate health and well- being, inmate behavior, program participation, as well as staffing levels, behavior, and training. Inmate population data are also collected as a means to provide comparative data over time. NIC will utilize this data to assess the effectiveness of the assistance provided through the SIM Initiative and may adjust its offerings accordingly. NIC will also provide some preliminary analysis of the data submitted by the SIM site and share back the results along with the source data in spreadsheet format which will facilitate further analysis by the jurisdiction based upon their interests and needs. As an individual designated to complete the survey for your organization, you are to complete the survey to the fullest extent possible for each of reporting period and submit the completed survey.
